Congress has taken two big steps toward ending the "don't ask, don't tell" ban on gays and lesbians serving openly in the military.

The House on Thursday voted to repeal the ban in an amendment to a defense spending bill that will have a final vote Friday. Opponents warn that the "don't ask, don't tell" provision may jeopardise passage of the $700 billion bill (USD).

The Senate Armed Services Committee also approved a repeal of the 1993 law on Thursday in its defense spending bill.

Senate opponents are prepared to filibuster the bill next month if the "don't ask, don't tell" repeal remains in it.

Thursday's votes were a victory for President Barack Obama, who has actively supported ending the policy, and for gay rights groups.
